The Goshen Recreation and Parks
Commission is a public body established by the Town
and Village of Goshen. The sources of
operating funds are program fees, facility rental,
and annual appropriations of equal amounts from the
Town and Village of Goshen.
The Commission meets once a month, on
the second Tuesday, at 6:30 pm at Village Hall.
The meetings are open to the public. There is a
“Public Input” period soon after the start of every
meeting.
There are seven volunteer Commissioners who are
appointed as follows:
Two (2) Town residents appointed by
the Town Board
Two (2) Village residents appointed by
the Village Board of Trustees
One (1) Town or Village resident
recommended by sitting Commissioners, and approved by
Town Board members and Village Trustees (called
Commissioner-at-Large)
One (1) liaison from the Town Board
One (1) liaison from the Village Board
The five appointed Commissioners serve
staggered three-year terms. An annual organization
meeting is held each year (June) at which Commissioners
elect a Chairperson, and the new Chairperson selects a
Vice-Chairperson. At that meeting, the new
Chairperson also assigns responsibility for the
oversight of specific parks, programs and projects to
each Commissioner.
Commissioner’s Responsibilities:
- Hold monthly public meetings.
- Routine maintenance of all
parks within the Town and Village.
- Initiation and management of
recreational programs and cultural events.
- Submit capital project recommendations to the Town
and Village Boards for approval, funding and implementation.
- Submit an operational budget
annually to the Town and Village Boards for approval and
funding.
- Hire and supervise Commission
employees.
- Adopt rules of procedure and
conduct on all matters within its jurisdiction.
- Accept gifts and donations of
real estate, money or other personal property.

physical, social and emotional wellness in the
lives of Goshen residents;
To provide quality recreation,
sports and cultural programs to Goshen residents
of all ages;
To groom and enhance existing
park lands at a level that encourages active and
passive enjoyment by residents and fosters a
deep sense of pride;
To maximize public use of
existing park lands and work in partnership with
nearby public facilities such as schools,
library, OCCC and OC Parks system to increase
recreation opportunities for Goshen residents
without duplicating resources;
To continually assess the
community’s future needs and to responsibly
develop new park lands in a timely manner and
with fiscal prudence.
